Message 'violation/infraction' level offenses... traffic citations are considered 'strict liability' offenses meaning there is no culpable mental status (intent/knowingly/recklessly/negligently)

'strict liability' essentially translates into you did it or you didnt do it -- regardless of whether someone instigated you or you were choosing between 'lesser of two evils' (ie exceeding the speed limit to get to the hospital with your pregnant wife -- the reality is you still committed the traffic violation regardless of the reason)
